Is this what Agents need? You be the judge!

While "The Sanctuary in the Sky" is in on the field and this card is in your Graveyard, this card becomes LIGHT Attribute, also neither player can Special Summon monster from their Graveyard, except Fairy-Type monsters. If this card or a "The Agent" monsters is banished from your Graveyard, to activate the effect of "Master Hyperion", you can choose to banish the targeted card (face-up) instead of sending it to the Graveyard.

 

Thinking about redoing the others to make them more playable depending on what I hear back from this.

Outside of Sanctuary builds, this seems just really bad. Agents don't need much help getting Hyperion fuel into the Grave, and if you're running random other things that could be turned into Hyperion fodder then you could probably just run more Hyperion fodder instead. On the plus side, this means you could do stuff like banishing Gachi for a pop. With Sanctuary, it's a little better because it messes with the opponent, but changing the Attribute and Type of your opponent's Grave usually isn't going to do much. There's hardly anything relating to Type that does stuff to the Grave; there's probably more relevant Type-specific Xyzs than cards that would be hurt by this. And then there's the "turn Hyperion's destroy into a banish" effect, which is nice-ish.

 

If you're looking to help Agents, then you might be better off doing something to increase the consistency of their Venus play. Maybe even make it easier for them to pull off a second Venus play; with Avarice banned, the best way for them to even get another play off of Venus is with The Transmigration Prophecy (and it feels a little wasteful using TTP on that instead of disruption stuff). Well, that or Emeral (which would be better because of the draw and stuff).

Basically what the above person already said. 

But in addition to that this doesn't even help out Sanctuary Agents. There is never a time where you don't have enough Hyperion bullets. If you do then you should've won the game already or Hyperion was played to early. In addition to that, you aren't really harming the opponent by making their monsters Light Fairies. Sure you may stop some very prominent things you aren't stopping monsters that trigger in the grave which is more or less the important part. 

Agents need a way for Shine ball to not be the most absolute dead draw in existence! Its an evil evil card. It has to be at three in the deck but at no point in the game do you ever want to draw it. If you want to help agents make a non-busted shine ball.
