If at least one monster that was Pendulum Summoned was used for the Synchro Summon of this card, your opponent cannot activate card effects in response to this card's Summon.  In addition, this card is unaffected by your opponent's card effects until the End Phase of this turn.  Once per turn: you can send 1 Pendulum Monster in your Extra Deck to the Graveyard; Special Summon 1 Pendulum Monster from your Deck whose Level is the difference between this card's Level and the sent card's Level.

I think you could improve the last effect by allowing it to Summon a monster whose Level is equal or lower than the difference. That way it would be more practical and you wouldn't need to run monsters with especific Levels to Summon what you want (e.g. maining Level 1 Pendulums to summon Level7s from the deck, or viceversa).

 

That aside, It looks fine. My only concern is that the summoning effect doesn't come with any drawback (e.g. this card cannot attack the turn it uses its effect, doesn't negate the effect of the summoned monsters), which can lead to OTKs or overextending, but to be fair the effect requires a bit of setup (Pendulums in the Extra and with the right Level) that makes things more or less even.
