It's an interesting idea. Stall deck will love this and so will Prime Material Dragon. I would run this card in my LP gain deck, as it basically speeds the deck up and extends its own usefulness in said deck. That all being said, the OCG/PSCT needs a little work. Without changing the effect, I believe this is how the card should be worded:

 

When you would pay Life Points, you can place 1 "Interest Counter" on this card instead. Before resolving a card or effect that would cause this face-up card to leave the field, lose 500 Life Points for each "Interest Counter" on this card (This effect cannot be negated). 

 

This wording addresses the maintenance cost issues that your wording sought to cover as well as the issue of using one "Bonds" to protect you from another. The first sentence doesnt mention card effects, because there is no mechanic that forces you to "pay" LP. So if you would pay, then it would have to be by card effect. I assume you meant it to be optional. If not, then, just change the 1st sentence to

 

When you would pay Life Points: Place 1 "Interest Counter" on this card instead.

NIce card. Never been a "Bond" fella myself :P. Many decks are not well equipped to take out continuous spell or trap cards. This is just a thought (since this is a new type of card) but what if you add that when the card reaches 16 counters, it is destroyed. since 16x500=8000 (meaning you probably don't want to use it against burn decks). This is an interesting idea though, as you can use cards in conjunction that demand high LP at low risk.

What does this remind me of? Brain Research Lab. This also means old-gen Psychic Decks will love this card to bits, largely because their LP payments tend to be 500 or larger - meaning this card will let them use their effects far more often than usual. Couple with LP gain and in terms of pure LP payment aversion their stamina just increased significantly.
