It can only be special summoned by removing 4 FIRE monsters on your side of the field from play. While this card is in play both players may Tribute 1 monster per turn in order to draw 2 cards. They cannot conduct their battle phase the turn this effect is activated. When this card is destroyed and sent to the graveyard you may shuffle all monsters that were removed from play to summon this card back into your deck." When we're investing 3 or more monsters for a single Summon, we expect it to be particularly powerful. But what we have here is a card whose effects require further investment for draws which can also be used by the opponent. Not exactly the kind of card we want to have when we're giving up 4 monsters for it. You can tone down the monster requirement to 3 monsters or so (since getting a 3500 ATK beater for 2 monsters is quite hefty), and make its effect available only to you, and it would still be relatively fair.
