Seems like a cool card. I would love to have it in a b/r deck. The Kicker might be a bit overcosted, but it feels really good either way.

If it's just haste that the kicker gets, you can safely bump it to 1 colored mana (R or B is reasonable).

You could just ban Urak'Hal from sacrificing non-legendary permanents altogether this way, rather than limit it to legendary creatures. If you do, it's only an extra word before "permanent" in the tap line :T ("nonlegendary permanent").

Thanks for the CnC guys!  I changed it up a little bit, putting his kicker down and rewording the non-legendary thing.

No problem! I like the neatness of the design. Lifelink is cute; I like the life total swings it can make, and it's a nice "build around me" general. Upon second blush I also think the keyword order should be a bit different though... Lifelink should probably before the kicker effect, and then comes the tap effect. (See Skitter of Lizards, Apex Hawks, et cetera for why I think this.)
