If your opponent controls a monster, and all face-up monsters you control (min. 1) are Level 4, you can Special Summon this card (from your hand). You can only Special Summon "Doggy Diver" once per turnthis way. This card cannot be used as an Xyz Material for an Xyz Summon, except for the Xyz Summon of a Warrior-Type monster.

 

That last line really kills the card tbh.

Actually, this card is pretty solid. It's a Warrior itself, so it works nicely with things like Excalibur or Blade Armor Ninja. It's really more the first clause that makes it tricky, because you can't control any non-Level 4 monsters, which includes Xyz.

 

It could at least be a tech in Heroic decks or similar.

To be fair....
Halberd needs an empty field and the Opponent to control something.
This needs you to control something, and the opponent has a monster.
Both have there own points, of course.
