Okay, this is card is a combination of a Delta Accel Synchro and a Double Tuning Syncho Monster. I call it an Omega Accel Synchro. This Monster is the First in a series of 6 Omega Sabers, which are a series of Omega Accel Synchro X-Sabers of various attributes.

Effect:

2 "X-Saber" Tuner Synchros + 2 or more "X-Saber" non-Tuner Synchro monsters

(This Monster's Level is considered 14 for it's Synchro Summon.)
(This card is always treated as a "X-Saber" card.)
Once per turn: You can banish one monster from your hand; destroy one Set Spell or Trap Card. This card gains 200 ATK For every "X-Saber" that is in your Graveyard, and 100 ATK for every "X-Saber" that is banished.
 
I can't remember exactly why his Level is considered 14, but I believe it has to do with the monsters that I made to fulfill his summoning requirements, as currently his is impossible to summon using all real cards . His attack ends up being at least 4700 upon being summoned, if you assume that only two monsters were used for the Synchro Summon of his materials and they were banished, his own Synchro Materials were banished, and there were no other X-Sabers in the graveyard or banished. For this reason, I believe he is a little overpowered, but the outrageous summoning conditions make him balanced.

2 Tuner Synchros and 2 Synchros, and all of them being "X-Sabers", is ridiculously difficult to set up. And all of that for... a beater than pops Spell/Traps once per turn at the cost of a card in the hand? No thanks.

 

The card is really underwhelming since it doesn't properly reward you for the effort it takes to summon it. Really, if you have 2 Tuners and 2 Synchros in the field, you may as well go for Quasar instead. And don't even think in making the effect more potent that Quasar's to compensate its harsh summoning conditions: that's not how balance works, "awesome but impractical" cards are not a good thing to make.

 

And as if that wasn't enough, this card's Attribute conflicts with its flavor: All "X-Sabers" are EARTH.

 

By the way, I don't think "X-Saber" Tuner Synchros even exist, so this card is impossible to Summon in the first place. Unless you turn regular "X-Saber" Synchos into Tuners through other card effects, but then summoning this card becomes even more complicated to set up. Actually the "X-saber" Synchro with the lowest Level is 5 (X-Saber Wayne), so even if you turn 2 of them into Tuners, you would already ghve 10 of the 14 Levels required, leaving no room for the non-Tuner Synchros. This means that in a addition to a Tuner-conversion card, you will need yet another card that reduces their levels, further complicating things.

 

I have no suggestions for fixing this card. You are better off by scrapping it, or turning it into a standard "X-Saber" Synchro (2 non-Synchro materials, etc.), with more appropriate ATK/DEF values of course.

I will attempt to address each point you brought up, in order that you brought your points up.

 

The cost of a card in your hand, if done right, will help to power Saprikus up. Also, he's a prototype version of Omega Accel Synchros, so of course he's going to be a little underwhelming. 

 

His attack and defense increase with each X-Saber in your the Graveyard and that was banished. That means that if you use Saprikus' effect and banish an X-Saber, it gains ATK.  I will admit, he is probably "overbalanced", and his effect probably should be "During either players' turn: you can banish one monster from your hand; destroy one Spell or Trap Card, and negate it's effect." However, if you are using an X-Saber Deck, this can keep powering up Saprikus, by banishing X-Saber Monsters from your hand.

 

I already addressed the Attribute and the fact that he cannot actually be summoned in real life. The attribute change would help in certain situations, and they are still X-Sabers because then they use get X-Saber support. While all current X-Sabers are in fact EARTH, that is not necessarily set in stone. The Omega Sabers are like Shooting Quasar Dragon, a powered up version of Stardust Dragon/Shooting Star Dragon. Like Saprikus, who is WATER while X-Sabers are EARTH, Shooting Quasar Dragon is LIGHT, while Stardust/Shooting Star Dragon are WIND.

 

I have created, but have not finalized, two X-Saber Tuner Synchros, whose effects change levels, so that the Synchro Summon is possible.

This monster gaining ATK and turning into a heavy beater is not impressive when it costs so many cards.

 

If this card is meant to work or be playable with other cards of your creation, then I suggest to post the entire set so we get to see the full picture.

 

I'm going to tell you now: Omega Accel Synchros don't look like a good idea. I mean, Accel Synchros and Double Tuning are difficult enough to set up, and you want to take it to the next level? The monster would need to be more potent than Quasar to compensate the investment required for its Summon. And even then, it would still be an "awesome but impractical" card that may end up bad; just think of a Quasar that is stronger but more difficult to play.

I made drastic changes to his effect. The Card hasn't changed much else, except it would never be able to be a real card.

Here is his effect, I decided to make it extensive because of the difficulty of Summoning this guy. I apologize for the OCG, it's probably not the best.

 

Effect:

2 "X-Saber" Tuner Synchros + 2 or more "X-Saber" non-Tuner Synchro monsters

(This Monster's Level is considered 14 for it's Synchro Summon.)

(This card is always treated as a "X-Saber" card.)

The Synchro Summon of this Card cannot be negated. When a monster would be banished, except by this card’s effect, you can either Special Summon that monster, OR Send it to the graveyard instead.

Once per Turn, you may halve your LP to activate one of the following effects:

-           Banish all monsters in your Deck and Graveyard.

-           Shuffle all cards that are banished and all cards that are in your Graveyard into your Deck.

-           Send all monsters that were banished and all monsters in your Deck to the Graveyard.

You can activate the following effects by banishing cards from your Graveyard:

-           1: You can return 1 Monster from your Graveyard to your Deck.

-           2: You can return 1 Monster that was banished to your Deck. That card is not considered a Monster Card for the effect of “Omega Saber Saprikus” for the rest of the Duel.

-           3: You can destroy one card your opponent controls.

-           4: You can Xyz Summon, using Monsters that are in your Graveyard as Xyz Material.

-           5: You can negate the effect of a card your opponent controls, and destroy it.

-           X: By banishing monsters whose level equals the level of a Synchro Monster in your Extra Deck, you can Special Summon that monster. (This Special Summon is treated as a Synchro Summon.)
