Flavor-wise, this needs to be DARK. Reason being, in the artwork for Master Hyperion, only the first six planets are shown (these being the first six Agents). After that, we get Agent Uranus, who is not part of Hyperion's artwork, and as such, is DARK.

 

As for the effect, ignoring Summoning conditions isn't really a good idea. Summoning conditions tend to exist for a reason. This already has a few good targets (Hyperion, Kristya) that don't have these conditions, but when you add in the ones with Summoning conditions, two more cards stand out. Archlord Zerato works perfectly with this card, or it would if it didn't mean you have to ditch 3 LIGHTs from your hand just for a Raigeki. The other card is Vanity's Ruler, which is a one-sided Vanity's Emptiness. It has its Summoning Condition for a good reason; you basically slow your opponent to a halt unless they can somehow get rid of Ruler (and Decks now tend to have most of their removal focused in Extra Deck plays) while not hindering yourself at all. Kristya is already annoying enough because of her support and how easy it is to keep Summoning her over and over, so I really don't think a card that makes Vanity's Ruler this playable should do that. It's not exactly overpowered, it's just that I don't feel safe with the idea.

Well, the card is wonky because you can Summon big monsters straight from the Deck in addition to ignoring the Summoning condition. Even if you didn't ignore the Summoning condition, flinging Kristya like that, even if a -1, feels like it shouldn't happen either. Anti-SSing effects already frustrate many Decks with Emptiness running around nowadays, and Kristya is a much more difficult-to-remove version of that. I would say let it Summon from the hand, but that's already done by Valhalla (which is searchable in addition to not having a cost).

 

I want to say you should go in a completely different direction with this card.
