evilfusion
http://yugioh.wikia.com/wiki/Galaxy-Eyes_Cloud_Dragon Level 1 LIGHT/Dragon/Effect ATK: 300 DEF: 250 You can Tribute this card; Special Summon 1 "Galaxy-Eyes" monster from your hand or Graveyard, except "Galaxy-Eyes Cloud Dragon". You can only use this effect of "Galaxy-Eyes Cloud Dragon" once per turn. If this card is in your Graveyard: You can target 1 "Galaxy-Eyes" Xyz Monster you control; attach this card to that target as Xyz Material. You can only use this effect of "Galaxy-Eyes Cloud Dragon" once per Duel. So we're probably getting this in the World Superstars pack in April, alongside Galaxy Soldier, which will boost Galaxy Decks amazingly. (I can't WAIT) All righty, so this card was already awesome in Galaxy Decks, due to being able to reduce how frequently Galaxy-Eyes could end up dead in your hand, plus being able to use the Graveyard, where Galaxy-Eyes probably already was. In many cases, I found this card to adequately replace Photon Sanctuary entirely. But the second effect is something I always forgot existed. This effect can win games. Not only can you revive a Galaxy-Eyes Xyz monster by Tributing this, you can, in the same turn, give it an Overlay Unit. The targets before now was limited to Neo Galaxy (you should have won already), No.107 (conditionally awesome), C107 (Too much effort at times), and No.62 (awesome, but it would halve damage and wouldn't have its revival effect because Cloud Dragon is not Photon Dragon). This card has gotten BETTER now though. While the TCG doesn't yet have Dark Matter Dragon (might be in Premium Gold 2) or Full-Armor Photon Dragon (no idea when we'll get this), the fact those cards now exist has made Cloud Dragon really useful in the late game. Dark Matter and Full Armor can be Summoned by using any Galaxy-Eyes Xyz, and both pack 4000 ATK, plus very powerful effects. Therefore, they're almost certainly going to be run in a Galaxy Deck, and they aren't reliant on specific Overlays to be at their full potential, whereas C107 and No.62 are more dependant on this. By being able to revive a Galaxy-Eyes Photon Dragon, or any of the Galaxy-Eyes Xyz with no restrictions, and then being able to give an Xyz its Overlay Unit, this card can turn a losing situation into a win. Dark Matter can attack 2 monsters, and Full Armor can kill a faceup card. I found even No.107 to absolutely murder opponents if timed well. Discuss. evilfusion
It really is freaking adorbs. I bet evilfusion wants his own plushie version. Ehh...it's cute, but it reminds me more of a newly born baby. Newborns are more ugly-cute than adorable cute, so Cloud Dragon is trying to be cute-looking, but really is kind of off-putting. Maybe if its mouth wasn't open so wide or if it was being viewed from a different angle. I find Paladin of Photon Dragon's mount to be more adorable, because it's closer to a chibi Galaxy-Eyes rather than a newborn Galaxy-Eyes. But that might just be me. Ooh, another point in favor of Cloud Dragon is that it's searchable by both Galaxy Soldier and Galaxy Wizard.

Slinky
95 WILL be in PG2. Konami isn't going to dive into one set, take a few, and leave the rest. And since.. 21 Gold Secret cards new to the TCG, including cards for the "Blackwing", "Stardust", "HERO", and "Number" archetypes. only new "Hero" card we don't have now is Aniki which is in PP17. And since the other OCG numbers are nearly confirmed for Supastaz, that pretty much literally only leaves 14, 21, and 95 (and 94, but I suspect that will be in CROS alongside the rest of DP16 if SECE was any indication). So yeah. I just hope the gold secrets don't look like shit this time around like they were last year. Even the basic gold rare looked massively different from the previous golds which really peeved me. As for the card; it really is truly amazing. Since it can revive any Galaxy-Eyes, it really opens up your extra deck, capable of turning Tachyon into Full-Armor or 95.

玄魔の王
You forgot about two great features - it doesn't target (Infernoids), and it doesn't care about Skill Drain (Qli).

Plus, I like Full Armor a bit more than Dark Matter, but no word on that yet. Really, of the PRIO OCG exclusives, Cloud Dragon and Soldier are absolutely crucial. The other cards are solid, but not necessary.
