Your opponent cannot activate the targeted card in response to this effect.[/spoiler] The name is just random Chinese stuff. Google says Qingtong is a some city thing somewhere, so I'm not sure if it means anything. Anyways, this is just a Level 9 thingy. First effect is supposed to represent the surprise of Qingtong flying in from far away (even though you can BTH it), while the second effect was some sort of generic WIND thing. It only spins Set cards since spinning face-ups makes it virtually impossible to kill with a combo that takes two turns to pull off. First effect was buffed to work whenever the monster attacks, rather than just the turn it was Summoned, and then I gave it 200 more ATK so it attack bigger things.
