Lore : When this card Tribute Summoned Target any number of card your Opponent control equal to the face-up "Blue Blizzard" Monster you control ; negate its effect as long as this card remain face-up on the field. Once per turn during your Main Phase you can Discard 1 card and target 1 negated effect card on the field ; return that target to the owner hand.

When this card Tribute Summoned: Target any number of face-up cards your opponent controls, equal to the number of face-up "Blue Blizzard" monsters you control; while this card remains face-up on the field, negate its those targets' effect(s) as long as this card remain face-up on the field. Once per turn: during your Main Phase You can discard 1 card and target 1 negated effect card on the field whose effects are being negated; return that target to the owner hand.

 

Generally, you can't negate the effects of face-down cards - usually because face-down cards don't have any effects to negate.

 

Second effect is likely to be used to bounce your own negated cards. There's little reason to give those cards back to the opponent since you're inviting them to use it again, and without its effects being negated. Unless said card takes significant investment to bring out.
