When a card or effect is activated that would negate a Summon or activation of other card's effect: You can pay 1000 Life Points; Negate the activation and if you do, banish it, then for the rest of this turn: Activation and/or effects of cards you possess cannot be negated. If your opponent control more cards than the total number of card(s) in your hand and field: You can activate this card from your hand.

nowadays, many archetype have their own negation card that are usually free, and some even searchable (yes i'm looking at yosenju and u.a), and there is even a deck dedicated to summon infinite or multiple negator that can stop most action you can do, so this card is designed to counter that, and allow a player to break from negation lock

any feedback welcomed

I would be worried over creating a universal negation-negating card, but there's a difference between stopping negation and stopping other answers. It does ensure your effects go unanswered, but there's nothing stopping standard answering techniques like destroying the source or fuddling with its targets.

yeah standard counter would still work but with no negation i think it should be enough to give player chance to even or turn the tide around (especially with nuke effect)...

i could change the lingering effect to disable response against your own card or effect, but would it be too much?
