Monarch King
Discard any number of WATER monsters to the Graveyard (max. 3), then destroy an equal number of cards on the field. You can only activate 1 "Oceanic Hole" per turn. The card does not target. Cards like Treeborn Frog, Mermail Abyssgunde, Dragon Ice would be useful as a cost for this card. BtanH
Why does it have an OPT restriction? Otherwise this is probably fine.

Icy
I put the OPT restriction typically. Once per turn is sometimes a detriment, not always the be all end all of fixing. Break that habit. At least from overpowered we can work your card down, consider that. This card already puts you at a -1 disadvantage. (-Xdiscard+Xdestroyed - 1thiscard) = -1. No reason for the Once Per Turn Clause. No reason not for it either I guess, but the redundancy makes it a silly design choice. That being said... WATER likes to SS midgets more than add to the hand. Those that dont like to discard themselves. This card would be almost a detriment I feel.
