Had this idea for awhile, let me know what you think. I was debating on toning him down but idk.

     *Right: This card’s Pendulum Scale becomes 8. You can target up to 3 Pendulum Monsters in your Graveyard; destroy this card then add those cards to your Extra Deck.

Monster Effect: You can banish this card from your hand then target 1 card in your Pendulum Zone and declare a number between 1 and 7: That card's Pendulum Scale becomes that number until the End Phase.

yeah he is a bit too strong- this would make stuff like draccosak decks more playable… its good in cncept- but needs toning. i think the recyc three is too good. the destroy effect is okay- but mostly tone down the scaling somehow
