Elemental HERO Storm's Eye

[WIND/Level 7/Warrior/Effect/2400/1800]

Can be Normal Summoned without Tributes by banishing "HERO" monsters from your Graveyard, up to the number of monsters needed for a Tribute summon (can still Tribute monsters as normal). When this card is Normal or Special Summoned, except from your Deck: Each player chooses a card their opponent controls, except "Elemental HERO Storm's Eye"; put those cards on top of their owners' Decks.

Ok so from what I understand you want to have his Tribute Summon requirement be overwritten by Banishing monsters from your Graveyard, equal to the number of monsters normally needed for a tribute summon (in this case, 2). 

 

Why would you have each player do it? Just give the plus to yourself. When this card is Special Summoned, blablabla. You have a lot of choices here.

 

Here's my suggestion, take it if you want. It seems this card would give E-HERO decks a good edge at removal. You can pay half your LP on turn one for spot removal and a level 4 monsters that can be used as fusion material, etc.

You can Special Summon this card (from your hand or Graveyard) by Banishing 2 "HERO" monsters from your Graveyard. If this card is Special Summoned, its original ATK and DEF become 1000, and its Level becomes 4. When this card is Summoned, if your opponent controls more monsters than you do: You can target 1 monster your opponent controls; place that target on the top of the Deck. You cannot Special Summon any monsters during the turn you activate this effect, except "HERO" monsters.

Hero Lives only Summons Level 4 or lower monsters.

So the 'Cant Summon from the Deck' bit just comes off as being strange.
