Trebuchet MS
You give up 3 cards (2 monsters and this card) to negate a single card, but this card also refunds you with a single draw during resolution that puts you on a net of -1. Considering its incredible flexibility that got Solemn Judgment banned in the first place, it doesn't seem that bad. The overall negative advantage (ignoring potential advantage prevented) and requirement to give up a noticeable board state feels about right for being able to negate nearly anything.
