(This Special Summon is treated as an Xyz Summon.) You can shuffle this card from your Graveyard into the Deck; to Special Summon 1 Tuner Monster from your hand. with Its effect(s) are negated. You can only use this effect of "Rank Evolution - Synchro Force" once per turn.
Trebuchet MS
The last bit - once per turn - generally won't matter, since each copy of the card in the Graveyard has their own once per turn limit, which resets each time this card changes zones, which is what happens when you use their effect anyway. Let's see if we can express it better. Admittedly a pretty decent card, allowing players to reach into the more uncommon Ranks without pulling off extensive Level manipulation (e.g. Scrap Dragon into Number 92). What bothers me is that this can pull out any Xyz Monster, as opposed to just Number C or CXyz that usually appear on other RUMs (Raidraptors' RUMs are generally archetype-locked with their output). I would suggest tightening the restriction a little bit - say, matching both Attribute and Type to reduce the potential combos that can result from this card. And maybe change this card to a Normal Spell to reduce the bonus attacks you'd get off this.
