Forest Fire
Lore: Must be Special Summoned with "The Fang of Critias" by sending "Fiendish Chain" from your hand or your side of the field to the Graveyard, and cannot be Special Summoned by other ways. If this card is Special Summoned: Target up to two Effect Monsters on the field; place a "Wretched Chain" counter on those targets. Monsters with "Wretched Chain" counters have their effects are negated, also they cannot attack. Once per turn, during either players' turn: you can target an Effect monster on the field; place a "Wretched Chain" counter on that target. There can only be 3 "Wretched Chain" counters on the field at a time. At the end of each phase, if there are no "Wretched Chain" counters on the field, destroy this card. I'm posting this in casual cause I'm not sure how the last line should be worded. It's the end of each phase this way instead of sticking around until the End Phase of the turn it'd sorta be like Fiendish in when it leaves. Trebuchet MS
I would instead have this card place Counters on its targets, and then negate the effect of everything that has the appropriate Counter on them. This makes it easier to enforce the limit on how many monsters can be affected, and a little easier to phrase the condition where this card self-destructs (e.g. At the end of each Phase, if there are no ___ Counters on the field, destroy this card). This can result in strange interactions if multiple copies of this card show up at the same time, though.

DuelSpectre
Consider making the counter adding effect a quick effect that can be used during either player's turn.
