That's more a South-Western dialect that has become increasingly unpopular nowadays, and it usually signifies someone who can't let go of the old ways. Not exactly looked down upon but not a popular style."Moo" can also mean "moo" or even "moo" when spoken in the more northern dialect I'm used to. But that's just semantics.
