I am not a fan of this card as it greatly helps OTKs (One Turn Kills). If you have a monster with 2700 or more attack, you can get enough damage on the board to defeat your opponent from 8000 LP if you attack directly. Getting so much ATK on the field for free is overpowered.

 

It also would be very usable in Synchro decks. I can't think of any examples at the moment but the extra levels would surely make it easier to Synchro Summon high level monsters.

 

For balancing this card, make it more like this: http://yugioh.wikia.com/wiki/Photon_Sanctuary. You will notice that it has a similar effect (summoning 2 Tokens), but has many more restrictions on what you can do with the tokens and what you can do that turn.
