This card cannot be Special Summoned. Once per turn: You can banish 1 Level 4 or lower "Dragon Ruler" monster from your hand or Graveyard; activate one of these effects, depending on the card banished:

● "Burner, Dragon Ruler of Sparks": Target 1 monster your opponent controls; destroy that target, then inflict damage to your opponent equal to its ATK on the field.

● "Stream, Dragon Ruler of Droplets": Add 1 Level 4 or lower "Dragon Ruler" monster from your Deck to your hand, or return 1 banished Level 4 or lower "Dragon Ruler" monster to your Graveyard.

● "Reactan, Dragon Ruler of Pebbles": Target 2 Level 4 or lower "Dragon Ruler" monsters in your Graveyard; Special Summon those targets, but they return to the hand during your opponent's End Phase.

● "Lightning, Dragon Ruler of Drafts": Target 1 Spell/Trap card on the field; banish it.

 

Made this to give the baby Rulers some purpose again. Didn't put too much thought into this, so tell me if there's something I should change.

This card have to be Tribute Summoned right, so you have to have 2 cards on your field. And given the fact that you need Dragon Ruler babies in your hand, kinda means you have to play some version of them. There is nothing that comes to my mind, you have an idea? Maybe BEWD build or something.

 

Also as for the effect I like it it utilities little dragons since they don't have purpose as you said. Maybe something that lets this be played with Dragon Ravine. Maybe add something like this "If this card was sent to your Graveyard by a card effect: You can add it to your hand." And then you can use it with Ravine. No OCG mistakes, and it allows XYZ plays so i'd say that this card has some potential. You can test it via Duel Portal or DN.
