i ended up finding this one again and came to an odd question,can you set pendulum scales with this?

(i know ive already made a thread for this but necro bumping is bad so)

Pendulum cards cannot be set as spell cards (why Anti-Spell Fragrance stops you from setting the scales at all), and activating them as spell cards would be "using" them.

Problem with the card is that (depending on what the heck they mean by "high-Level monster") it becomes and instant absolute staple in decks that can run it. In other words, your deck sucks and you're at a clear disadvantage if you don't run it. Generic, easy +1 effects are way too good to be running rampant, even if you can't use the cards right away.
