Alright firstly let's fix that OCG

 

If "Diamond-Eyes White Dragon" is face-up on the field, this card gains ATK equal to the original ATK of "Diamond-Eyes White Dragon". This card can attack your opponent directly, but any battle damage inflicted this way is halved. 

Now, I cannot say how balanced this is because we don't know what D-E White's stats and lvl are. Assuming that D-E White is like blue eyes, this card becomes a 2000 ATK direct attacker that can still sit comfortably @ 4000 after dealing the hefty damage. Now unless DEWhite is a rather weak monster, I'd recommend pumping this down by either ditching the direct attack clause or having it permanently slash it's ATK. Also, linking to DEWhite would help.

I felt like assisting them with linking this to you so you can carry on your assessment. Frankly, my concern rests more on the ease of this setup as opposed to the raw ATK it has. The direct attack bit is a little annoying, but the monster isnt really paired with a "This monster cannot be-" Effect. Trap hole, snatch steal, banishing, etc. All of it hits this guy. I would suggest changing his direct attack effect in means of making it cost LP while also doing half damage, a condition where the effect can only activate whil your opponent doesnt control Atk position monsters or something. To combat that raw flat atk problem, since he is a mean beat stick with easy summoning, he could have the limitation that he cannot attack your opponent's monsters. Making the ATK serve as a defensive stat instead.
