Can it be added to your Extra Deck from anywhere (Hand, Deck, Field, Graveyard, RFP), or does it need to be in a specific location or set of locations?

But you're right that it's overpowered. Why? Compare this to Dark Spirit Art - Greed. Self-explanatory. This card is a Pot of Greed for those with an empty Extra Deck.

that is by far the STUPIDEST THING I HAVE EVER HEARD FROM KONAMI, no im not mad at you WHO'S BRIGHT IDEA WAS IT TO CHANGE THE NAME FROM the obvious and easy to understand "fusion deck" to the pointless name "extra deck" WHO!!!, in addtion, sence when was the "extra deck" limited to 15? in addition whats stoping people from just playing without an "extra deck" (stupidest thing ever) and having this guy be a free pot? in other words its overpowered. what it should be is no LESS then 15 cards in the fusion deck, sorry "extra deck" i wish you people could see me rolling my eyes.

Its a Original Effect, but as some people have said before, if you just don't have any other cards in your Extra Deck, it's a tad bit overpowered. Maybe put a Limitation of some sort, like you have to have a Minimum of 5 Cards in your Extra deck to activate it's effect or something.

 

9/10 for Originality
