Cannot be Special Summoned. During the next Standby Phase after the turn this card is summoned: You can tribute this card; Draw 2 cards. This effect cannot be negated. If this card is in your Graveyard during your next turn after using this effect: You can add 1 "Card Limousine" from your Deck to Hand. You can only use the effect of "Card Limousine" once per turn.

Then it would be dark world fuel.

Change it to one standby phase. Make it un-negatable.

And its balanced. Have to protect it once, gives you a +3 next turn. And isn't abusable.

Done, but I also gave it a hard OPT. It seemed like both effects could be used at the same time with 2 copies, thus going into some deep thining.

Not much more for me to say. It seems balanced, and I think it would work, considering it is +3. The question is, is it more powerful than Cardcar D?

 

Yes. It adds another one to your hand on COMMAND, fixing all those pesky dead draws. the effect cannot be negated part is all a PRO over Cardcar. I see Cardcar going into obliviion.

Card Car D is immediate and doesn't require you to wait out a turn. For decks that need cards as soon as possible, it will still be better.
