I like it. Pretty balanced with a decent searching effect. Chances are you're going to be tributing a pendulum to find another one. May require a hard OPT clause instead.

 

I do wish it was at least level 7, incase you want an all Pendulum Deck, your scales are probably going to be 2 or 3 for your low scale. In the event you have a lvl3 Pendulum Tuner and some lvl 4s. Here it seems like you'll have to use a non-pendulum tuner. But that's just a personal thing. Card is fine as is.

I thought about making it higher level, but it seemed like if it was the ATK would go up and make it at least a tad unbalanced. I don't know, I'm playing a mix Synchro/Pendulum deck and play mostly non-Pendulum tuners. Thank you for the feedback ^0^
