Not sure if I should remove negation and only allow Graveyard or keep the banished as well, but here's the version I decided on right now.

 

 

2 or more Level 3 monsters
Once per turn: You can detach 1 Xyz Material from this card, then target 1 monster in your Graveyard, or 1 of your banished monsters, with the same name as 1 of the Xyz Materials attached to this card; Special Summon it, but its effects are negated. This card gains 200 ATK and DEF for each Xyz Material attached to it. You can only control 1 “Witch of Restoration”.

I asume this works like lumina (meaning you must have a valid target to activate the effect in first place), if not you could simply bring back the card you detached, though im almost sure its not the case.

 

Anyway i dont think is bad for the card to reach both grave and banished zone, since its a situational effect and to use it as its full potential would require all the xyz Materials be with different names, if it wouldnt have the graveyard part it will be no better than leviair, its a great boost for BA and Phantom Knights (first that come to my mind) nevertheless

Yup, it works like Lumina, though it's unlikely that you will have 2 of the same monster attached anyway, so not really an issue.
