Oh no... Real life Rare Card Hunters and Rarity Whores would most definitely be pleased  (they would side this against unwitting braggarts in tourneys). This guy puts Great Phantom Thief and Superheavy Samurai Thief to shame. It is good thing he is hard to Summon and his stats suck... Additionally, your opponent is not going to comply and unless they were strangely generous, have a sense of humor, are oblivious that they don't have to, or you are holding them at gunpoint to go along with the "mandatory" card effect. (I would refrain from doing that though as that is definitely armed robbery unless your world accepts that the defendant could use this card as an excuse for doing so. It would only mean that you would live in a pretty depraved reality though.) :P

 

In card game simulators though, his last effect is obsolete. He would be nothing more than watered down Goyo. XD

 

All in all, from some of the cards you have made, I can tell you have a pretty fun and sarcastic sense of humor. Keep us laughing there, GaleDogra. :)
