A Synchro Monster that requires a Tuner Synchro Monster, able to Special Summon Synchro Monsters from your Extra Deck as well.
 

1 Tuner Synchro Monster + 1 or more non-Tuner monsters
If no other Synchro Monsters were Special Summoned this turn, this card's Synchro Summon cannot be negated. If this card battles an opponent's monster, negate its effects until the end of the Damage Step, also banish any monster this card destroys by battle. During either players turn: You can Tribute this card; Special Summon 1 Synchro Monster from your Extra Deck whose Level is the same as the Level/Rank of 1 of your opponent's monsters, except "Sarkash the Scale Breaker". You can only use this effect of "Sarkash the Scale Breaker" once per turn.

Now if only there is an instant fusion for synchros to get out phonon pulse without that much of investment.

 

The first effect most likely will never apply (the summon negation) because of the current nature of the game, not only that but you opponent has a little control over that clause because it doesnt especify from where it has to be summoned.

 

Nevertheless pretty neat card, good stats and decent field effects if you want it to stay on board
