Normal Spell

Declare 1 card name: Excavate the top card of your opponent's Deck, and if the name of the excavated card is different from the name declared, add it to your opponent's hand. Otherwise, apply the following effect, based on the type of card excavated: 

● Spell/Trap card: Set it to your side of the field. That Set card can be activated this turn. 

● Monster Card: Special Summon it to either side of the field, ignoring the Summoning conditions.

I really would want this be quick-play. It's a very situation mind crush, and what are the chances the card would go on the top of the deck on your turn during your main phase?

I could see this being mildly relevant against a few rogue decks. Otherwise you would always have to set this card up with another card. If it were a quick play you could definitely combo this with some other cards to maybe punish your opponent. Otherwise it may only be useful with Lighning Chidori and a handful of other cards.
