This card's effect and activation cannot be negated or countered by your opponent's card effects. Target Send 1 Effect Monster with a Level card you control or in from your hand or side of the field to the Graveyard, that has an effect that can be activated, without regard to the conditions. and pay LP equal to the monster's Level x 200; then send the target to the graveyard. Activate the target's this effect becomes 1 of that monster's activated effects. without regard to the conditions and timing. This card cannot be used to activate "Exodia, the Forbidden One" or any other effects that would instantly cause a victory.

Ah, a Diamond Dude for monsters. Because I've tweaked the card text to mention only activated effects, this locks the card into working with Ignition, Trigger, and Quick effects - the ones that start a chain and contribute to links. Continuous ones like that of Jinzo will not be eligible, and Exodia's victory condition (and any other one that appears on a monster) is also considered "conditions" - a special kind of effect that isn't "activated" per se and hence will not be eligible either.

I've also had the card specify Levels in case you overlooked the fact that Xyz Monsters exist.

Now, I also presume that this card bypasses cost payment but if the effect you want to activate requires targeting, you also can't activate that effect (see Diamond Dude rulings). It'd be rather difficult otherwise to choose new targets in the middle of effect resolution. Nevertheless, it's got interesting potential in bypassing the hoop-jumping in some of the more complicated effects. Need a SKYFIRE? Use this card with SK and you're good to go. Replenish my hand? Yamata Dragon to the rescue. Cheat out Horus LV8 by using this card with LV6? Be my guest! Skip the opponent's next turn? ZA WARUDO!

You just need to be able to use the right cards with this and suddenly this card can easily break a game or two. That's also why there are very few cards in Yugioh that copy effects.

Thanks for the criticism!

Yeah, im not the best with card terminology. Thanks for cleaning it up for me. As for the level, i thought all monsters had levels? Unless there's now a 0 level monster i havent come across, because i know XYZs usually have levels too.

Yes, this card bypasses the prerequisites and costs of activating a monster's effect, with a cost of its own, that was the intention. As for game-breaking, perhaps i can up the cost to banishing instead of to the graveyard, And maybe more LP per level?

A common misconception. Xyz Monsters have Ranks instead of Levels, so they are not legible for any Level-dependent costs and unaffected by Level-dependent effects.

I don't think changing where the card goes or how much LP you're paying will affect the impact this card can make when used properly.
