No Pendulums Allowed

You can only activate this card while you control no monsters that were Pendulum Summoned.  When this card is activated:  Place 2 copies of "No Pendulums Allowed" in each of your opponent's Pendulum Zones from your hand or Deck.  (if there is already a Pendulum monster occupying that zone, banish it.)  You cannot Pendulum Summon.  When this card is destroyed and sent to the Graveyard:  Return all copies of "No Pendulums Allowed" from your hand, field, and Graveyard to the Deck (you must reveal your hand).

Seems okay, actually, despite the general attitude towards floodgates, because you can't set up before throwing up the floodgate like most of the others, and you need to dedicate several slots to get it to work instead of simply splashing a copy.
