During either player's turn, when the effect of a monster that has 1000 or less ATK points has been activated on the field, graveyard, or hand negate it, and destroy it. This effect can only be used once per turn.

[Snatch Steal]

Well, it stops Hand traps, which is nice, and it's on par with Dracos as far as ATK is concerned. Not sure what else you would use it in, though. It might end up being dead weight if you don't open well enough, because you'd need to make your combos after you normal summon it (unless you're gonna Pendulum Summon). I'd give it a special summon thing, or activate from a place that isn't on the field.
