Cannot be Special Summoned or Set. Can only be Normal Summoned by Tributing 3 monsters (cannot be Normal Set). While this face-up monster is on the field, your opponent cannot Tribute monsters, except unless if it is for a Tribute Summon. If your opponent can not add more than has 6 or more cards in his/her hand, overriding any effect that enables your opponent cannot add cards to their hand to do so. Your opponent cannot pay LP to activate effects that would decrease their LP. When this card leaves the field, banish it instead. While this card is face-up, Divine-Beast Type monsters can be affected by your card effects, but can still not be targeted.

I'm confused over the anti-Slifer effect and the final sentence on this card.

 

Anti-Slifer effect is primarily over how it's supposed to work. Say I have 5 cards in hand, and I try to activate a draw 2 effect. How many cards do I draw? Can I even draw?

 

Final effect seems pretty redundant based on how the Gods work. Yes, it whittles down a bit of their self-defense, but barring Obelisk's anti-targeting ability, their only other means of self-defense is preventing your effect activations on Normal Summon, which is a lot different from being unaffected by things.

 

Okay, you have Immortal Phoenix, but with other effects neutering Ra (like the anti-Obelisk effect stopping Sphere Mode from transforming), you probably won't need that.
