Tears of the Mermaid

Normal Trap

Activate by targeting 1 monster your opponent controls; that target cannot attack or activate its effects while it is on the field, also, it loses 600 ATK and DEF. If you control a face-up WATER Aqua-Type monster, you can activate this card from your hand.

 

 

This is essentially the effect "Tears of the Mermaid" has in Duelists of the Roses, but tweaked and updated.  It's special activation requirement is partly based on the anime and manga, in which "Red Archery Girl" was on the field when "Tears of the Mermaid" was used.

It's a fine card that applies a lingering debuff effect without needing to stay on the field. Do you think the "cannot activate its effects" bit can be upgraded to "its effects are negated", or will it end up too strong, being a non-Continuous Fiendish Chain?

 

Yeah, I was trying to avoid making it a non-Continuous Fiendish; thought it would've been too strong otherwise.
