He built something alright, but what he built was... As you could imagine, Lego and the general public were not too happy, but Lego was under contract, IIRC. No, the set wasn't released. Currently, the biggest markets of Lego is Germany (followed by the United States). I doubt the Germans need a reminder of a dark portion of their history.
