If this card is sent to the Graveyard by the effect of a "Change" Quick-Play Spell Card, you can target 1 face-up Effect Monster your opponent controls; negate that opponent's face-up monster's effects until the end of this turn. If a "Masked HERO" monster(s) you control would be destroyed by an opponent's card (either by battle or by card effect), you can banish this card from your Graveyard instead (this is a Quick Effect). You can only use each effect of "Masked HERO Blizzard" once per turn.

Level 4?? Ain't nobody got time for that. I guess Mask Change II isn't the only one, but it's a really good one, so it's a bit of a concern to me that this guy is such a low level. The second effect is pretty good, but the first effect isn't quite as good, mainly because if you go for the Mask Change and try to activate it, it'll start in a different chain, at which point the monster you probably wanted to negate would have already resolved its effect.

It could definitely be a one-of, but it doesn't open many combo pathways outside of, say, Absolute Zero or Acid. I would increase its level and stats a bit so that it has more field presence. I'd also make the first effect different so that it's easier effect negation, perhaps not even targeting.
