·Toot
Exactly You can discard any 1 Ritual Spell Card OR destroy 1 face-up Continuous Trap card you control to Special Summon this card from your hand. (This Summon is treated as a Ritual Summon). This card is unaffected by Trap effects. When this card is Ritual Summoned, you can shuffle 1 set Spell/Trap card on the field. Your opponent cannot activate that card as a chain to this effect. This effect of "Gaiste Tootler" can only be used once per turn. Once per turn, during either player's turn, when a Trap effect is activated, you can banish this face-up card to negate that effect and banish the card. During the End Phase, return this card to the field in the same position. CnC woujld be lovely.
Snatch Steal
I'd go with Must be Ritual Summoned by discarding 1 Ritual Spell Card from your hand OR destroying 1 face-up Continuous Trap Card you control. Unaffected by Trap Effects. When this card is Ritual Summoned: You can shuffle 1 set Spell/Trap Card on the field into the Deck. This effect of "Gaiste Tootler" can only be used once per turn. Once per turn, during either player's turn, when a Trap effect is activated: You can banish this face-up card you control; negate that effect, and if you do, banish that card, also during the End Phase of the turn this card was banished by this effect, return this card to its original position. As far as design, this card is quite unique. It doesn't require tributes for its Ritual Summon, so you can get it out mostly for free in any Deck with at least one Ritual Spell. Its removal is quite a bit, though, and may make it a bit too difficult for your opponent to enjoy the game. Not that traps are fun to have around, but it already hurts Demise Decks enough with its first effect (not affected by Lose 1 Turn, Skill Drain, Bottomless, et cetera). On the other hand, it's not a fully free card, and it has a flavorful limitation, so it likely wouldn't be too overpowered. I would suggest lowering its DEF, because 4200 total on a level 5 monster is a lot, and there's nothing to justify such closely-molded stats.
