Continuous Trap Card

Effect: Activate this card by tributing 1 monster you control with 0 ATK. Your opponent cannot Summon monsters whose ATK is more than 0. Your opponent cannot attack with monsters whose ATK is more than 0. If this card is destroyed by an opponent's Spell/Trap Card effect: You can add 1 monster with 0 ATK from your Deck to your hand.

To be honest, in my opinion, this card is broken: While your opponent can, if they're unlucky not summon anything (or even if they have a few level 0 monsters, only these), while you can summon anything you want. This way, you can just rush through, killing all their monsters (if they even have such) while you are safe from attacks by any monsters they had before activation, and there is very few your opponent can do against it.

It shouldn't be too late to reply.

Yeah, I also think the card too oppressive for the game, and Extra Deck monsters with 0 ATK (e.g. Rhapsody in Berserk) should make it easier for the player to activate it. Then the last effect has a deceptive good array of targets, including hand Traps like Effect Veiler, Snow Rabbit and Battle Fader.
