Pendulum Effect:

If you control no DARK Warrior-Type monsters, you cannot Pendulum Summon monsters, except DARK Warrior-Type monsters. This effect cannot be negated. If the ATK of 1 monster you control would be changed to an amount lower than its current ATK by a card effect, or to activate a card or effect, change the ATK of 1 monster your opponent controls instead.

 

Monster Effect:

When this card is Tribute Summoned: negate the effects of 1 monster on the field whose original ATK is lower than this card's current ATK, also, if it is a DARK Warrior-Type monster, it can attack twice during each Battle Phase.

Each time the ATK of 1 of your monster would be change to lower than its current ATK by a card activation or effect, reduce the ATK of 1 monster your opponent control equal to the amount of changes instead

When this card is Tribute Summoned: Negate the effects of 1 monster on the field whose its Original ATK is Lower than this monster current ATK as long this card is face-up on the field. and if you negated the effects of DARK Warrior Monster you control this way: that monster can attack twice during each Battle Phase as long this card is face-up on the field

Now, on the card. For starters, it has Monarch stats, giving it access to a bit of support here and there. I see that you put dual scales there, which naturally makes it much more flexible at the time of completing scales, let alone complementing copies of itself for a solid 3~7 scale range. This trait alone makes me want to send this thread to Experimental, though.

The Pendulum effect seems nice for casual play in a deck that focuses on ATK reductions as effects or costs (e.g. Light End Dragon?), but AFAIK ATK reductions aren't prevalent enough on top tier levels to warrant the use of this card. Likewise, the monster effect seems alright for casual play, and does offer a bit of versatility there by acting as a negator or double attack enabler held back by its inability of buffing monsters bigger than 2400 ATK without the assistance of ATK-boosting effects, but I don't see top tier decks bothering with it, not even Monarchs, who IMO have better monsters to Tribute Summon.

Overall, it should be solid for casual play, but if you want to have a shot at the top tier levels, then you could improve some effects. For example, I'm thinking you can start by unbinding the Tribute Summon effect to the card being face-up on the field. However, you may have to be careful because the dual scale is dangerously good and I suspect it may be easy to unintentionally take it too far.
