When a monster destroys another monster by battle: The controller of the monster that remains on the field draws 1 card.

Uh, this is already outclassed by Supply Squad, so yeah.

Well, not exactly since Squad is OPT while this is not, but still, you would have to ram your monsters yourself for the extra draws, and that involves swarming so it's just making things more convoluted... IDK, personally I would run Squad before this any day.

Besides, it's is still a lot like Extra Buck, Constellar Star Chart, etc. in that it needs you to do something else for the draw, and that inherently makes it a subpar deal in competitive play. I guess the card is fine for casual play, fitting the section it was posted in.

Bear in mind you could also use this tandem with defensive Attack increase/decrease like Honest, Horn of the Phantom Beast, Forbidden Lance, etc: as the card itself encourages your opponent with an incentive of draws for them if they are willing to take the risk. Also, you can use something like Ojama Trio, or Black Garden for potential free draws by flooding your opponent's side of the field with easy to kill things.

 

While it isn't a super competitive card it's potential varies upon how much commitment, and combos you are putting into the Deck to synergize with the card itself. Supply Squad itself gets more potential draws as you implement cards that increase the rate of things being destroyed, but I get it; it is more practical in that it has a faster rate of getting the draws in a lot of scenarios due to its faster starting availability, and its ability to get resources by minimal activity.

 

Another thing to note is it can discourage your opponent from readily putting monsters on the field which can leave them open to direct attacks as the formula goes: -1 to your opponent +1 to yourself = Net of +2 (which is a little more threatening than Supply Squad replacing a card you just lost). Of course, it can backfire because vice versa.

 

The only question I am left with is that whether or not it is okay to allow this thing to become a Continuous Spell card like Supply Squad.

My main concerns on the card are that:

1. Needs you to do something for the draw, in its case destroying by battle, and thus is a bit slow and reliant on, you know, actually having a monster that can destroy by battle an opponent's monster; plus it will be dead on Turn 1, which is critical for setting up your defenses.

2. It goes both ways so if the opponent starts killing your stuff... yeah, it can backfire badly.

 

Making it a Continuous Spell would help, but still those 2 issues remain. So you can make it Continuous Spell and IMO it will be fine, but still risky and slow-ish. It does have a slight overkill, or as some would say, "winmore" vibe, but since it applies on the opponent too, I guess the risk compensates for it.
