yes you can chain it, though you can't sacrifice exiled force for its effect cause he will no longer be on the field

if your opponent activates exiled force's effect you can chain econ with the second effect, BUT you can't target exiled because exiled is no longer on the field, also if you target another monster and you control it when the chain resolves, the controlled monster is not destroyed by exiled effect, because exiled targets...
