This card can only be used as Synchro Material for the Synchro Summon of a DARK monster. If this card is Normal Summoned: You can Special Summon 1 "Umbral Horror" Monster from your Hand in Defense Position. If this card is in your Graveyard: You can banish 1 Monster from your Graveyard; Special Summon this card, but banish it when it leaves the field. You can only use each effect of "Umbral Horror Zombie" once per turn.

Generally I don't comment on artworks because they are trivial things not relevant to the card's design, but come on, you went too far on this one: it's just too cartoonish and unrelated to the creepy vibe of the archetype, and you didn't even crop out the text in the image nor the white border. At this point, it would look much better as a written card.

 

Now onto the effect, the first effect sure is handy for making a Rank4 or Synchro play as a -1 in Umbrals, but what truly shines in this card is its second effect, which is highly splashable due to the cost requirement of any monster. It would be great for combos and plays, especially with Armageddon Knight that can get it in the grave and make a Rank4 or Synchro8 if you already have a monster to banish; quite similar to the interaction it has with Zephyros, except that this isn't an "once per duel" effect. Can't tell if it's exactly fair because unlike Zephyros and other self-reviver Level4s like Trick Clown or Heroic Thousand Blades, this is a Tuner and you can bring it back to the field at will, unlike the latter 2 that require to be triggered. Then again, Zombies already have something like that in Mezuki, which revives another Zombie instead of itself, and has no OPT, and yet you don't see them breaking the meta nor anything, so it should be fine, I guess.
