DARK Fairy Level 11 Synchro

3000/2200

Effect: 2 Synchro Tuners + 1 or more non-Tuner Synchro Monsters

When this card is Synchro Summoned: You can make your opponent reveal their hand until this effect resolves, then they place cards from their hand on top of their Deck until they have zero cards in their hand (in any order). During your opponent's End Phases, if your opponent does not draw a card, except during the Draw Phase: You can inflict 2000 damage to your opponent.

...Double SYNCHRO Tuning? That's ambitious.

However, considering how degenerate the card is people would probably make a Deck around it similar to Quasar. Formula Synchron + T.G. Hyper Librarian + Crystron Quondam, or Accel Synchron leveled down. My problem with this card is that it sets up your opponent for a perfect storm of failure and misfortune. It's any order, so I'm guessing you choose that order. It's a Gustav Max similar to Flower Cardian Lightshower's Draw Phase burn, which might as well be just that.

The problem with this card is that PSY-Framelord Omega is near ban worthy to begin with, and Decks that revolve around Summoning a bunch of them in the same turn already have to use 20-30 cards to do it. Compared to that, this card's Summoning condition is a bit tame.

I would not screw your opponent's entire hand, and then give it a bit of recovery and consistency instead. Maybe you could do something like Trishula or Crystron Quariongandrax, but instead of banishing it places cards on top of their Deck. I would also ease on the Summoning condition a bit if this was the case, since the stats don't reflect this level of card.

Here's an example of an edited version, considering these factors.

Perishing Nephthys

LIGHT | Level 10 | Winged Beast/Synchro/Effect | 3000 ATK/2100 DEF

1+ Synchro Tuners + 1 non-Tuner

If this card is Synchro Summoned, you can place cards from your opponent's hand or field on top of your opponent's Deck in any order equal to the number of Synchro Tuners used for the Synchro Summon of this card. During your Standby Phase, if this card was destroyed by a card effect and sent to the GY: Special Summon this card. At the end of your opponent's turn, declare 1 card name; look at your opponent's hand, and if that card is in your opponent's hand, they discard all copies of it, also inflict 1000 pts of damage to your opponent for each card discarded.

This is a bit more balanced. While it still screws over your opponent quite a bit, it isn't as much as it used to. If you're obeying Link Format, this also works a lot better since it can just be used as a staple in those sorts of Decks, only having to use 1 Synchro Tuner if you're not using Links and being able to Special Summon itself back to a main monster zone rather than the Extra Deck monster zone. Also, the burn is based on your own ability to remember rather than your opponents inability to draw cards outside of the Draw Phase. The level bump is just for convenience for Decks that use it since 10 is a lot easier than 11 for more Synchro oriented Decks.
