2 Level 9 monsters
Must be Xyz Summoned, and cannot be Special Summoned by other ways. You can also Xyz Summon this card by using 1 Rank 8 or lower "Raidraptor" Xyz Monster you control as the material. (Transfer its materials to this card.) Once per turn: You can inflict damage to your opponent equal to the total number of materials attached to all "Raidraptor" Xyz Monsters you control x 300, then detach as many of those materials as possible, and if you do, if 3 or more total materials were detached this way; add 1 "Rank-Up-Magic" Spell from your Deck or GY to your hand. You cannot conduct your Battle Phase the turn you activate this effect.

Why didn't Raidraptors get a Rank 9 monster? Well don't worry, they got one now, and its a mean ol' sucka. For starters, you can Xyz Evolve this card with ANY Rank 8 or lower Raidraptor Xyz Monster, afterwards you can then burn your opponent for a potentially high amount depending on the number of materials attached to all your Raidraptor Xyz Monsters, afterwards you must detach those materials, but if you detach a total of 3 or more then you can add 1 Rank-Up-Magic Spell from your Deck or GY to your hand. Its job is to quickly burn the opponent then facilitate a big number of Xyz Evolution plays in one turn, the effect that detaches Xyz Materials actually works perfectly with The Phantom Knights' Rank-Up-Magic Launch (as Yuto was friends with Shay Obsidian in the anime), so you could build a Phantom Knights Raidraptor Deck if you're into combining Decks from the anime IRL.
 
I edited this card to be less broken than it was; it's now a Nomi monster, and it prevents you from conducting your Battle Phase

[Ulti-Hawk]

I like this card, and I'll understand the intentions behind this card, but to be honest, this card's pretty broken because of its Summon effect and the Rank-Up-Magic search.

A lot of Decks would be able to do something like this:
(1) Xyz Summon Castel, the Skyblaster Musketeer (if you can Rank 4) or Number 49: Fortune Tune (if running a Rank 3 engine like Speedroids and/or Predaplants). Totem Bird is an alternative option for Speedroid. Regardless, either option will have two material.
(2) Summon this card by its own effect, giving it three material.
(3) Use this card's effect to inflict 900 damage and detach the materials. Since 3 would have been detached, you can add up to 3 Rank-Up-Magic Spell Cards to your hand.
(4) Search out Rank-Up-Magic Raid Force, and use it to Xyz Summon Raidraptor - Ultimate Falcon(!) with this card as the material.

(5) (optional step) Summon Number 77: The Seven Sins(!?) by its own effect, using Ultimate Falcon as the material.

 

Given the prevalence of the aforementioned engines in the meta, a LOT of Decks would be able to churn out a 3500 ATK beater with blanket immunity OR a 4000 ATK beater which is essentially a banishing Raigeki. Not good. Also more power to the Decks that already run Rank-Up-Magics. There's a reason Konami (sadly) hasn't given us a Rank-Up-Magic searcher yet (Rebarian Shark does not count, flips table). 

 

As for how to fix this card, just make sure it can't be abused like this. While I'm a little iffy on any Winged Beast Xyz being able to become a 2700 beater, that effect is relatively tame. Increasing the number of materials that it needs to detach to get the RUM search would also help. Though I don't really think Raidraptors would be willing to trade their material for extra damage, unless they went into this card to end the game (ala Gagaga Cowboy), but it's still kinda awkward to use. The deck would definitely appreciate an actual RUM searcher (rip Tribute Lanuis), but I think searching out 3 RUMs might be overkill.

This card is SO CLOSE, but yeah as Ulti-Hawk ^^^^^ said it's a little broken. Here are my recommendations

 

• If this card is going to not be broken, I'd also like to make it a bit more interesting for the archetype. Rather than having Rank 8 or lower be the Xyz change requirement, I'd rather it say Rank 5 or higher "Raid Raptor" so that not only is it's more balanced and isn't techable as an upgrade to Castel. It also means Last Strix is a bit more useful since you can Rank Down into this and it would probably be fine.
• I would take out the GY from the Rank-Up-Magic searching if it ends up being too broken.

 

I honestly like the effect, it's just key bits of information make the card too good, However, I wouldn;t mind having a good card for Raid Raptors when they're behind on power anyway.

I edited the card; its a Nomi monster now, can only be Xyz Summoned and cannot be Special Summoned otherwise so as not to create some degenerate loop involving reviving this thing and Xyz Summoning other Raidraptors for constant damage and Rank-Up-Magic searching, its effect only searches 1 Rank-Up-Magic from Deck or GY (I thought that was not so broken to be able to do that), and you cannot conduct your Battle Phase so that when you obviously Summon Ultimate Falcon or even Final Fortress Falcon using this card and the Rank-Up-Magic you searched for, at least your opponent has a turn to try and play around it, maybe.
