Normal Spell Card

Effect: Target 1 Effect Monster you control and 1 Normal Monster you control; the second target gains the effects of the first target until the end of the next turn. Also, it can only activate the effects once each until this effect ends. You can only use 1 "Notice Me" per turn.

 

This is a card to make Normal Monsters gain effects from another Effect Monster you control. This allows bypasses for HOPT but you also must be playing some form of Normal Monsters. (Good targets for this are Dark Magician Decks, Blue Eyes, and Red-Eyes.) It could probably be borderline broken taking into account what those archetypes can do...

For example, if it worked, you could burn your opponent infinitely with Ruffian Railcar's Ignition Effect.

Like Phantom of Chaos and Dark Panther, the card gives the full effects t the Normal Monster fit with the OPT and HOPT but it doesn't copy the name so it allows bypass of a HOPT. It also has to copy the conditions of the copied effects. Since Ruffian Railcar is a OPT on the burn 500, it can also do that once per turn only. I do not really know where you got it that it just simply copies those effects but I don't know if rewording it like Dark Panther and not like Phantom of Chaos is correct.

It doesn't. The name of the effect is taken into account independently of the name of the card. Even if you use Hero Mask on a monster with a "HOPT" effect, you don't get to use that effect again in the same turn.

Ruffian Railcar has a regular "OPT" effect—I meant "HOPT" effects like Mare Mare's, wherein you can Special Summon an infinite number of Tokens following your logic.
