Effect: Cannot be Normal Summoned/Set. Must first be Special Summoned (from your hand) by banishing 3 "Arcana Force" monsters from your hand or GY. If an other "Arcana Force" is Summoned, you can choose which effect to apply. When this card is Special Summoned: Toss a coin.

·Heads: If your opponent Special Summons a monster: You can Special Summon 1 "Arcana Force" monster from your Deck.

·Tails: When this card destroys a monster by battle: You can add 1 "Arcana Force" monster from your Deck to your hand.

You can only control 1 "Arcana Force XX - Judgement".

This is a bit broken

 

For starters, banish 1, get a 3k beater, and at the very worst search a Arcana Force. Make it at least 2 to banish, or 3 and include hand.

 

I would give it an effect outside of what it already has, like OPT, if a Arcana Force monster would flip a coin, you can choose the result. 

 

As for the Heads and Tails, you could probably go for something along the lines of BLS - Envoy, with effects that can possibly search when certain conditions are met.
