If this card is Link Summoned: You can Draw 1 card, if it is a "Flower Cardian" monster you can Special Summon it, ignoring it's summoning conditions.

If you would Synchro Summon a "Flower Cardian" Synchro Monster to a zone this card points to, you can use 1 fewer non-tuner to do so.

While this card is Face-up on the field, your opponent cannot negate the effects of "Flower Cardian" monsters.

You can only use each effect of "Flower Cardian Cheatsmaster" once per turn.

Support for Cardians, Don't think they making too many synchros at the same time but "Flower Gathering" says that "You cannot Normal or Special Summon other monsters during the turn you activate this card, except "Flower Cardian" monsters." so they deserve a link since that's one of their best cards

 

A Draw effect to tie into the rest of the Archetype. A second effect that makes getting out the synchros out a lot easier and finally a little protection effect since Lightflare negates Spell/Traps and Lightshower protects against targeting and destruction, this card just prevents your opponent from negating their effects.

First off, Cardians are one of my favorite archetype so I agree with you that there should be a Link monster to go with them in order to keep them relevant. 

the draw effect is a great idea for this card to help continue the combos that cardinal are known for. it helps you continue to plus off of the 2 other cardinal that you just used in order to summon this thing. as for its second effect, its pretty interesting since Cardian Synchros require a certain amount of cardinal and not really ay other requirements.
