Monster: Thunder Effect Light Attack:0 Defense: 0

Level 9

Cannot be Normal Summoned or Set. If you Draw this card during your Standby-Phase; it is Special Summoned to your field and it’s orginal ATK & DEF becomes 3000. You cannot activate cards or effects, or Set/Summon any cards. When this card is destroyed by battle: return it to your Deck. Once per Duel: this card can be Special Summoned from you Deck when a Level/Rank 5 or higher monster is destroyed on the field. If this card is Special Summoned this way; destroy all the monster(s) on your opponent's field. If this card is destroyed by a card effect, return all the monster(s) in your opponent GY that were destroyed by this card's effect to their field. The original ATK & DEF of this card becomes 1000 x number of monster(s) that were destroyed by this card's effect. When this card declares an attack, banish 1 monster from your opponent GY.

This is basically monster version of rageki, this card could accumulate max attack of 5000, but on average 3000-1000 ATK. When you destroy your opponent's monsters, your aim is to declare lot of attacks with this card, so that you can banish all monster(s) that were destroyed by this card's effect (to negate downfall effect of this card. It's well balanced.

I mean, it's a decent beater, but the fact that you can trigger it off your own cards (metalfoe being the first thing that comes to mind) gives the potential for some abuse, though the requirement of a Level/Rank 5 helps balance that out. (no Link 5s exist yet afaik).

Wait that says "deck"

So if you Special it from anywhere, you nuke your opponent's board, turn it into a beater AND it has a summon from deck condition, with no restrictions on how often you can summon it, and how often you can nuke? I mean, we already have Thunderclap Skywolf, so it's not totally out the question, I guess, but honestly the fact that it lacks restrictions and can be summoned from the deck at all (which is really hazy territory aside from the Familiar Possessed monsters and the Metal monsters) makes me not a huge fan of the card.

It does have restrictions, that’s why if it’s destroyed by card effect, all monster(s) it destroyed go back to field. You can’t special summon it from anywhere unless a leve/rank 5 monster is destroyed on field. I suppose I should change its effect to once per duel, to neglect the repetitive use. Most importantly if you Draw this card it becomes useless because it can only be activated from Deck. You can’t special summon it using any other effect, if you do, it won’t nuke the field as you said.

See, your card doesn't say that. Using proper card grammar, the card reads as follows:

If a Level/Rank/Link 5 or higher monster is destroyed on the field: Special Summon this card from your Deck. If this card is Special Summoned: destroy all monsters your opponent controls. If this card is destroyed by a card effect: return as many monsters in your opponent's GY that were destroyed by this card's effect to their field. The original ATK & DEF of this card becomes 1000 x the number of monsters that were destroyed by this card's effect. When this card declares an attack: banish 1 monster from your opponent's GY.

Technically the summon could be inherent, but I don't think an inherent summon exists that's triggered. Phrasing is extremely key in Yugioh, and the way it's set up, I could keep nuking the field, as long as I could keep Special Summoning the monster. being destroyed by card effect is possible, but honestly is extremely unlikely, given how many non-destructive outs there are (Returning to deck/hand, banishing, just flat out sending to grave, battle) Now, based on what you're saying, it seems like you're intending it more like:

If a Level/Rank/Link 5 or higher monster is destroyed on the field: Special Summon this card from your Deck. If this card is Special Summoned this way: destroy all monsters your opponent controls.

Those two words make a huge difference, and severely curtail its abusability. If you really want to reign it in, you can adjust the following:

If this card leaves the field by a card effect: return as many monsters in your opponent's GY that were destroyed by this card's effect to their field.
