I would say... 10/10 2.- It is the same as the 1st one, but I like the 1st one more. 3.- I think this card is a bit overpowered, I mean you can Special Summon it, draw 1 card, AND you haven't used your Normal Summon, this card would be like the new Treeborn Frog, MONARCHS support!!! Whatever Konami says, I'm using Fusion Deck instead of Extra Deck, Tribute Summon instead of Advanced Summon, and Tribute instead of Release.
